There are those who do have a conscience but suspend it for particular issues due to party loyalty or being mesmerized by sociopaths. This allows groups to do things that most members of the group would not do on their own. It also allows for disolution or evasion of responsibility for certain actions.

As ever, it's in the overlap of key phenomena that the genuinely intimidating measure of the challenge we face is best outlined. For example, in this larger discussion, the individuals we truly need to be most concerned about are the "charismatic sociopaths".

Another acknowledged mechanism observed in hierarchies of power is a winnowing effect, which when taken alongside the tendency of sociopaths to rise produces a tendency to concentrate nearer the top of the food chain and position their own at key functional nodes.

I've long suggested that just as beer distills into whisky and wine into brandy, the amoral nature of corporate and bureaucratic systems -- and the presence of sociopathic minds in current leadership -- distills the "4%" into a concentrated layer atop many types of organizations.
